Federal Business Development/Capture Manager USGC is seeking THE person to lead and capture new business development for the company.   USGC's market is  professional services delivery in government contracting, and clients presently include Homeland Security (TSA and the Coast Guard), the Army, USAID, the State Department and NSA.   Vehicles include NSA NSETS II, GSA Schedule 36 (Records Management), GSA Schedule 874 (MOBIS) GSA Schedule 70 (IT), GSA Alliant Small Business (soon), DHS EAGLE (subk), and others.  USGC is presently at $4.5M per year in revenues, and is seeking the right person with a successful federal business capture record to take USGC to the $10M and then $20M levels.  Salary and bonus plan are negotiable.  The successful applicant will have a record of successful wins of profitable federal government business.
Senior Information Management Specialist

  USGC, Inc., is seeking applicants for a Senior Information Management Specialist to perform task 
  leadership duties for a large scope records Information Management section and oversee complex
  information research. This position is located at the US Coast Guard National Maritime Center (NMC) in
  Martinsburg, WV. The selected candidate will be responsible for daily supervisory support and section
  oversight of up to approximately 15 personnel, reporting to an on-site Project Manager. Additional duties
  will be to provide subject matter expertise and consultation with NMC management for information
  management tasks and similar activities. A bachelors degree in business, public administration, or
  equivalent degree or equivalent combination of education, training and work experience, plus three to five
  years of specialized experience is highly desirable for this position. This positions also requires
  proficiency in the use of US Coast Guard computer applications (specifically MMLD), knowledge of US
  Coast Guard Merchant Mariner Credential processing, online and local databases, and all Microsoft
  Office applications. The applicant should demonstrate in their application they have the proven ability
  to manage people in a highly dynamic environment including successful experience in the direct
  management of small to medium-sized groups of people.
Senior Network Systems Engineer

Provide design recommendations and support the operational management of an organizations LAN and wide area networks (WAN), to include recommending the hardware and software to meet an organizations emergent IT needs and managing the introduction of new equipment and systems. Ensure corrective and preventative measures are performed on existing equipment and systems.  The Senior Network Systems Engineer shall have an extensive under- standing of available network operating systems, network equipment and networking protocols, as well as the ability to program scripts and batch files.  This individual must be able to develop network plans, ensure
c
ommunications among various technologies, document the existing network infrastructure, negotiate with technical solution providers, troubleshoot problems, and identify solutions to problems that junior-level staff are unable to solve.  These requirements mandate that the Senior Network Systems Engineer possess strong interpersonal skills. A minimum of a Bachelor’s of Science degree in Electrical Engineering, Computer Science, Computer Systems or Information Systems Management
is required, with the addition of either MCSA (Microsoft Certified System Administration) or MCSE (Microsoft Certified System Engineer) certification.  Candidate must have a minimum of seven plus (7+) years documented experience in most, but not necessarily all, of the following disciplines: Computer network engineering and/or administration; working with both LAN and WAN networks; network security; switch and router protocols; server integration into existing networks; and software application integration.  TS with Full Scope Poly Required.

Database Administrator

Manage information that is critical to the operation of the organization.  Duties of a database administrator are comprised of design, development, installation, performance and maintenance of the organizations database management systems.  The Database Administrator must be proficient with Structured Query Language (SQL), planning the structure and design of a database, the creation of databases and database objects, such as tables and views, database security, and the creation of interfaces and reports with which to input and view the data.  This individual will need to understand, and then translate, the business needs of an organization into a database system.  The Database Administrator shall possess a working knowledge of large and small scale relational database applications.  B.A. or B.S. degree in a computer or math-related field is required.  A minimum of
three (3) years of experience working as a database applications software developer or database administrator, coupled with formal DBA training, is required.  Experience with technical and administration requirements for maintaining specific DBMS environments, including Oracle, Sybase, DB2, MS SQL, and SQL Server, is required.  This individual shall be experienced with database
space utilization analysis, performance analysis, storage optimization, performance tuning, and database and file system security administration. TS with Full Scope Poly Required.

Web Developer / Web Programmer

Create and modify the web-based graphical user interface by utilizing the latest tools, to include:
drop-down menus, radio buttons, automatic fill capability, user ID/Customer profile information, online validation and error checking.  The web developer/web programmer will develop custom programs for web sites that attract and appeal to users, and that provide desired information in a user-friendly and easily-navigated fashion.  This individual will work closely with internal customers and team members, as well as members of the project office, to define Intranet scope of projects, milestones, and parameters from a functional and technical perspective.  B.S. will
be considered, with a minimum of at least s
even (7) years minimum experience in web development, content analysis and website maintenance.  Extensive knowledge of HTML, ASP, XML, VB Script, JavaScript and other web development languages and tools is also required.  Extensive knowledge of a network client/server environment, database design and development and multi-tiered client-server application development is desirable. Familiarity with deployment of web portals, as well
as federal guidelines for deployment of compliant web sites, knowledge of security requirements, and knowledge of best practices for website maintenance, is highly desired.

General requirements: Responsible for installing, monitoring, operating, managing, troubleshooting and restoring service to communications networks in a large telecommunications facility environment.
